Governments
have enacted Workplace Legislation and associated Health and Safety Regulations
for many years. The current WCB Occupational Health and Safety Regulation was
promulgated in April 1998 and reinforced with the introduction of the Amendment
to the Workers'
Compensation Act (Bill 14) in October 1999.
Legislation
now demands Risk Assessments and/or Evaluations of work areas and work functions,
and distributes responsibility for 'due diligence' equally between the building
Owner, the Prime Contractor and, in some cases, the building Operator. Additionally,
the term "qualified persons" has been defined to include Industrial
Hygienists, Certified Safety Professionals, Professional Engineers or persons
with experience acceptable to the WCB.
Health and Safety
Professionals now have to meet rigorous training and experience requirements
as well as adhere to a Professional Code of Ethics.
